故事大綱：
慢郎中秀才，
遇著急驚風捕快……
秀才水東樓[陳豪]新上任良才縣知縣一職，決心整飭衙門內貪污之風。樓為人審慎，行動前必反覆思量一番，這種作風叫衝動的捕快陸拾義[周麗淇]看不過眼，二人儼如一對鬥氣冤家。
另方面，貪財好賄的刑名師爺史其旺[黎耀祥]與樓多次交鋒後，終對樓的機智及勇氣衷心佩服，二人自此成為公堂上的好拍檔，聯手智破不少奇案。
義的膽識及鬥心贏得樓的稱許，獲升為馬快。義母親金英[米雪]擔心入世未深的義會出意外，於是在她出巡時暗中跟蹤保護，更一時情急使出了獨門絕招「流雲斬」，令「俠盜飛鷹」重出江湖的傳言甚囂塵上，並牽涉當年遺失修練上乘武功的寶典《養生寶典》一案……
