故事大綱
自少喪父的女護農陳細妹（鄭希怡飾），性格率直，立志為民請命，所以深得良材縣的鄉民寵愛，可惜她做事總是過份熱心及魯莽衝動，將新上任的農官謝皇上（馬浚偉飾）誤作賊辦，二人勢成水火，從此，謝皇上對妹避之則吉。
謝皇上的父親謝蒼天（夏雨飾）為保兒子官運亨通，特意安排才智非凡的戴從文（黎耀祥飾）從旁出謀獻計，又找來四位衙役粥、粉、麵、飯日夜貼身保護，可惜謝皇上卻遭長沙的貪官陷害，險遭十大酷刑蹂躪，幸妹與文及時趕到，交出先皇御賜的白玉碗作免死金牌，誰料白玉碗原來是假的，文危急智生救回謝皇上。妹與謝皇上二人多番共患難，妹對謝皇上漸生情愫，但謝皇上卻怕夜長夢多，與文想出簡璈f之對策，誰料謝皇上卻反遭神秘人追殺……
